Layne is a retired law enforcement professional and military veteran. He is experienced in Criminal Investigations, Internal Affairs, Intelligence Collection and Analysis, and Crisis and Emergency Management.   Layne has executive level experience in Forensics, Criminal Justice Information Systems, Public Safety and Business Technology, Logistics, Physical Security, Training, Strategy, Planning, Operations, and Budgeting. 


Layne has always had an entrepreneurial mindset and now manages his consulting and services firm, S3, LLC.

Layne has consulting experience with public safety technology, conducting comprehensive risk, threat, and vulnerability assessment of a higher education institution, and contractual work instructing homeland security and intelligence related classes nationally as part of the National Domestic Preparedness Consortium.


Layne is very blessed to be a father, grand-father, son, brother, uncle, and friend.  He loves spending time with his tribe, eating great food, visiting neat places, and meeting new people.  He is a continuous learner as has a passion to serve.
