Stacey O’Neal is a native of Greenville, Mississippi. She enlisted in the Navy in 1994 as a Machinist Mate (conventional), serving aboard USS PLATTE (AO-186) until December 1998. In January of 1999 she was assigned to the Cryogenics (O2N2) shop aboard USS JOHN F. KENNEDY (CV-67) in Mayport, Florida and accepted for officer program 2001. She earned a bachelor's degree in Education at the University North Florida (UNF) and was commissioned through the Enlisted Commissioning Program (ECP) in December 2003 .
After commissioning, she reported aboard USS CHUNG-HOON (DDG-93) as Mine Warfare Officer for pre-commissioning in Pascagoula, MS (plankowner) and sailed to home port in Pearl Harbor, Hawaii. Her second Division Officer tour was aboard USS HUE CITY (CG-66) in Mayport, Florida as the Training Officer.
Her ashore assignment was to the Surface Warfare Officers School Command (SWOS) in Newport, Rhode Island to teach Conning Officer Virtual Environment (COVE). Upon completion of her tour at SWOS, she received a year sabbatical through the Graduate Education Voucher program (GEV). During this year she completed a Masters in Management at Salve Regina University and Joint Military Professional Education (JPME Phase I) through distance learning at the Naval War College.
The Department Head tour was the Engineering Officer aboard USS DONALD COOK (DDG-75) out of Norfolk, Virginia and Operations Officer at Littoral Combat Ship Crew (LCS) 212 in San Diego, California. Stacey returned to SWOS as Auxiliaries and Electrical Officer Course Lead in December 2015 and then as Command Qualification Coordinator until November 2018. She then attended the Naval War College, completing a Master of Strategy and earning JPME Phase II in November 2019.
Mrs. O’Neal completed her Executive Officer tour aboard USS SAN ANTONIO (LPD-17) out of Norfolk, Virginia and completed her command tour at Navy Talent Acquisition Group San Antonio, TX. Her efforts culminated in 30 years of honorable service.
