Holds a Master's Degree in Political Leadership from George Washington University (GWU) and a Bachelor's Degree in Social Sciences from the Instituto Tecnológico Autónomo de México (ITAM). Ana Lucia studied a PhD in Crisis, Disaster and Risk Management at George Washington University. He was head (2007-2012) of the General Director of Civil Protection of the Ministry of the Interior of the Federal Government, position she reached through the Professional Career Service of the Government. A national and international speaker, she has participated in various forums, with national and international organizations and educational centers. She has been a Professor at the Universidad Anáhuac and Tec de Monterrey Campus Santa Fe and CDMX, at the Mora Institute and at the School of Public Administration in Mexico City. She is currently a professor of graduate programs at the National School of Civil Protection Campus Chiapas and UNICI University.
During 2020, Ana Lucía served as General Coordinator of Civil Protection in the Government of the State of Puebla, where she stood out for having been responsible for defining the government continuity and business continuity policy and strategy during the health emergency caused by COVID. -19, working closely with the private sector to define critical and/or essential operations. In February 2021, Governor Miguel Barbosa appointed her Secretary of the Interior, a position she held until Barbosa's death last December. Ana Lucía was in charge ofthe Governor's office until the appointment of the Substitute Governor.
As a Crisis and Risk Consultant (2013-2019), Ana Lucia worked for the World Bank, the United Nations Development Program (UNDP) and the Latin American and Caribbean Economic System (SELA). Ana Lucía promotes the generation of local preparedness and response, resilience and continuity capacities through the Citizen Initiative I AM CIVIL PROTECTION, always emphasizing the importance of inter-institutional coordination and the sum of efforts between sectors.
Ana Lucía was recently recognized as Resilience Personality 2023, by the LatamResilience Awards. In November 2022, she received the Andrew Maskreyaward, Impulse and Excellence in Resilience 2022, from the Association of Resilience Professionals and on November 18, 2017, she was recognized by the Ibero-American Senate with the Honoris Causa Doctorate in recognition of her development. professional, human quality, leadership and contribution to the growth of our country. Ana Lucía was a member of the first ARISE Mx Council, the United Nations initiative for the private sector in disaster risk reduction. In June 2003, Paul E. Patton, Governor of the State of Kentucky in the United States of America, granted her the highest distinction in the State by naming her Honorary Kentucky Colonel (HKC) and in 2002, Ana Lucía was selected Rising Star of Politics by the prestigious North American magazine Campaigns & Elections, being the first Latin American woman to receive this distinction. Last year (2023), Ana Lucia obtained certification as a LEGO Serious Play Trainer, in order tohave new tools to raise awareness about the importance of reducing risks, particularly for the delivery of workshops on Organizational Resilience and became a Professional Certified Member of the Latam Speakers Association.

Fue titular (2007-2012) de la Dirección General de Protección Civil de la Secretaria de Gobernación del Gobierno Federal, posición a la que llegó a través del Servicio Profesional de Carrera del Gobierno Federal. Conferencista nacional e internacional ha participado en diversos foros, organizaciones nacionales e internacionales y centros de educación. Ha sido Profesor de Cátedra en la Universidad Anáhuac, en el Tec de Monterrey Campus San Fe y CDMX, en el Instituto Mora y en la Escuela de Administración Pública de la Ciudad de México. Actualmente es profesora de los programas de posgrado en la Escuela Nacional de Protección Civil Campus Chiapas. Durante el 2020, Ana Lucía se desempeñó como Coordinadora General de Protección Civil en el Gobierno del Estado de Puebla, donde destacó por haber sido responsable de definir la política y estrategia de continuidad del gobierno y continuidad del negocio durante la emergencia sanitaria provocada por el COVID-19, trabajando estrechamente con el sector privado para definir operaciones críticas y/o esenciales. En febrero de 2021, el gobernador Miguel Barbosa la nombró Secretaria de Gobernación, cargo que ocupó hasta la muerte de Barbosa en diciembre pasado. Ana Lucía fue encargada del despacho de la Gubernatura hasta la designación del Gobernador Sustituto. Como Consultora (2013-2019) de Crisis y Riesgos, Ana Lucia ha trabajado para el Banco Mundial, el Programa de Naciones Unidas para el Desarrollo (PNUD) y el Sistema Económico Latinoamericano y del Caribe (SELA). Ana Lucía promueve la generación de capacidades locales de preparación y respuesta, resiliencia y continuidad a través de la Iniciativa Ciudadana YO SOY PROTECCIÓN CIVIL, enfatizando siempre la importancia de la coordinación interinstitucional y la suma de esfuerzos entre sectores. Ana Lucía fue recientemente reconocida como Resilience Personality 2023, por parte de los Latam Resilience Awards.
