In 1968, Harvey earned a BS degree from the Penn State University with a major in accounting. In 1973, Harvey earned an MBA degree from the University of Pittsburgh.
Harvey started his professional career in 1968 when he became employed by Price Waterhouse, one of the largest CPA firms in the world. Harvey also worked for thirteen years as a Chief Financial Officer and a Chief Executive Officer for community- based organizations in two African communities in Pittsburgh Pennsylvania. Harvey is a pioneer in providing business development services to minority owned businesses. He served as a business manager of a large school district for twenty years.
Harvey is also a pioneer in providing diversity, equity and inclusion services that started back in the 1970s with the Affirmative Action programs.
During the 1990s, Harvey started a consulting firm providing financial advisory services to several professional football players. In 1999, he founded Monroeville Area Activity Center a community based non-profit organization that provided tutorial and recreational services to over one thousand disadvantaged youth throughout the Pittsburgh area.
Harvey served as an adjunct college professor for Grand Canyon for over ten years and also taught at Penn State University and Seton Hill University.
During 2014, Harvey published the book, The Second American Revolution. During 2015, he published his second book A Dreamed Fulfilled Against All Odds: A Memoir. He has also written two articles titled “Women’s Equity/Choices-Leadership Issues.” He has given presentations to African American students at Penn State University and Indiana University of Pennsylvania, to Latino American students at Grand Canyon University, and to the Association for the Study of African American Life & Health (the founders of Black History Month).
In 2015, Harvey along with other members of his family founded Innovative Business Products & Services, LLC. The firm provides services in the areas of diversity, inclusion, sensitivity, unconscious bias, and leadership training.
