He is currently a Lieutenant with the Trident Technical College Department of Public Safety in Charleston, SC, where he works in Emergency Planning, Criminal Investigations, and Patrol Supervision. He is a certified training instructor through the South Carolina Criminal Justice Academy. He has worked in patrol, investigations, crime scene, training, firearms instruction, police mountain bike patrol, information technology, and communications positions throughout his career. He has taught police classes in leadership, firearms, use of force, child abuse investigations, video evidence, crime scene photography, videography and body camera use, and identity theft. He is a graduate of the 56th Command Institute for Law Enforcement Officers Executives conducted by the FBI Law Enforcement Executive Development Association.
Lt. Locklair is the author of Police Leadership and Supervision and The 10 Principles of Great Leadership, which have sold to readers around the world in the US, Canada, the UK, Denmark, and Australia. He has also been published on leadership in Campus Safety Magazine.
Lt. Locklair has a Master of Arts in Administrative Leadership degree from Oklahoma University, a Bachelor of Science Degree in Workforce Education and Development from Southern Illinois University, and an Associate in Public Service in Criminal Justice Degree from Trident Technical College. He is also a lifetime member of the Delta Epsilon Iota Academic Honor Society.
