
David DeMarco
David DeMarco is a twenty-three year veteran of Police Services. David began his career in his home city of Edmonton Canada and served with the Edmonton Police Service (EPS) from 1987 through to 1996. Most notably, David was a key figure in the research, development, and implementation of a comprehensive use-of-force training curriculum, which included related theory and application. David understood the critical value and importance of the 'training forum' at all levels of the police service and has since dedicated himself to continuing police education and training.
In 1996 David relocated to Los Angeles California, and entered the ranks of the Los Angeles Police Department (LAPD) where his postings included Hollywood, South Central and central Los Angeles. David continued his passion for training and presenting with the LAPD where he facilitated programs in specialized tactics. Sergeant DeMarco was with the LAPD when it fell under the mandate of a Federal Consent Decreefollowing the well publicized Rampart Area Corruption Incident. One of the most challenging reforms required of the LAPD included the establishment of an Audit Division (AD) that examined a myriad of police related activities. In 2003 David was promoted to the rank of Police Sergeant II (Staff Sergeant) and assigned to the LAPD Consent Decree Bureau, Audit Division.
David's first assignment at Audit Division was one of Project Manager on a comprehensive Arrest, Booking, and Charging Reports audit that examined related events for investigation completeness, authenticity, underlying actions, and supervisory oversight of the event, to include post-incident review. David quickly accelerated through the ranks at AD, becoming the Executive Officer to
the Commanding Officer of AD, (LAPD Chief Audit Executive). The executive officer of Audit Division is the final review authority of all Consent Decree mandated audits, to include all audits directed by the LAPD Chief of Police, prior to the 'audits' review by the Commanding Officer of Audit Division.
Sergeant DeMarco was on the management team that developed the first Police Performance Auditing Course that has since been recognized internationally. The course has been successfully presented to police service personnel from across the United States and Canada.
In 2006, David relocated back to Canada. He has since re-engaged the ranks of the EPS and is actively involved in police related education and training in the areas of police professionalism, ethics, integrity, and accountability.
David is known for his commitment to police integrity and professionalism. He provides educational and motivating seminars and keynote addresses in the areas of: Ethics and Accountability; Police Performance Auditing; Integrity Audits; Professional and Effective Communication (Command Presence); and Professional Application of Force (Pre-Incident Management and Post Incident review). David emphasizes the integral link between passion, perspective, and the professional personality.
